Phoebe is a bright girl who always looks at the bright side of people. Her heroines alter ego is Bright Heroine. Her introduction before she poses is "So bright! Sparkly! Glittery! I am Bright Heroine!". Her attack brand is named Sparkly Light.

Phoebe has neck-length orange hair that is tied into pig tails. She has blue eyes. In her winter/fall wear, she has a long sleeved orange shirt with a sun on it, a yellow skirt, yellow leggings, and orange shoes with yellow laces. Her spring/summer wear consists of a yellow t-shirt with a sun on it, an orange skirt, and yellow flip-flops.
